This came up in my games against Quad Cities.
There was a successful pass with disadvantage and we wondered if we could choose to move time. It turns out the answer is yes. Rule 2.3 [Actions That May Consume Time] states "The following action may consume a Tic at the discretion of the manager: A successful first pass while playing even strength or disadvantage". So a successful pass may be used to rag the puck with disadvantage.

I didn't. You should do a "Know the rules" each week, and explore some of the more irregular rules, like a PBS Public service announcement.
