This rule will go into effect in 2025
Rule Proposal
To reduce roster inflation, reduce the number of rounds in the Rookie/Free Agent draft from 5 to 4.
Modify rule 18.8.1 Target Number of Rookies:
Change “Number of CHL Teams * 5 + 1” to read “Number of CHL Teams * 4 + 1”
Change “skaters previously waived who played 10+ games” to read “skaters previously waived who played 40+ games”
Modify rule 18.8.3: Eligibility:
Change “He is a skater previously waived from a CHL team … and has started at least 10 NHL games…” to read “He is a skater previously waived from a CHL team … and has started at least 40 NHL games …”
Current Rules
18.8.1 Target Number of Rookies
Use the following formula to determine the target number of rookies:
· Number of CHL Teams * 5 + 1
Example: There are 11 CHL teams. Teams are chosen until the number of rookies on those teams equals or exceeds 11 * 5 + 1 = 56 rookies.
Free Agents – skaters previously waived who played 10+ games – are not included in the count to determine the required number of rookies.
18.8.3 Eligibility
A skater is eligible for the rookie draft if either of the following is true:
· He has started at least ten games in the NHL in the current year and has not previously started 10 NHL games in any NHL season (rookie)
· He is a skater previously waived from a CHL team into the free agent pool and has started at least 10 NHL games in the current season (free agent)

Beginning in the 2025 Rookie Draft, there will be a reduction in draft rounds as well as a change in Free Agent eligibility.
