I don't like adding rules, but I don't mind this generally. The ES portion is easily judged and not bad. Hard to judge the other two situations, but on first examination they might work as well.
I'm not sure how much defencemen will shoot/move the puck on the PK, so I'll reserve judgement on that. The stoppage guys could be 100% terrible on the PK since they give up so many interceptions.
Alternately they could be huge on the PP because they get an auto pass. If I have good forwards I'd want to play stoppage guys instead of puck movers since I don't have any chance of coughing up the puck. This situation concerns me the most.
I wouldn't mind the rule being used just for ES and cut out special teams entirely.

As always a simplified and elegant approach Mr. Perkins. Good job. That sums it up along the lines most nicely.
As noted, on the PP, this result is not a pass. Time still moves, which is a deter ant, but it' not impacting game play as much as stopping to re-roll another face off. I think that's a magnificent approach for it on the PP. NHL teams may have PP specialists they put out for "quarterbackig" the PP, but we don't have those luxuries. I just think this gives us the right "feel" of the game play without negatively affecting folks that have genuine PP guys. Those guys will be way better since they arent moving time, they are simply passing or shooting.
On the PK, a turnover and moving time along gives the same positive outlook. Time still moves, but we dont have the faceoffs. I think the faceoffs on the special teams may have been the root of the issue, it just sucked the life out of the play. This modification, doesnt negatively affect the A or AA guys at all, it simply bypasses the need for the faceoff and kind of just gives it to the team with the advantage. IMO that makes the A and AA more important for the ES portion of the game and should balance out their contribution.
I really like it and Id just like to see it tried out, at the least. It can always be scrapped if we find a glaring error with it.
